The Compact Steering Group is made up of representatives from the voluntary and statutory sectors. It meets four times a year, to lead action to put the compact into practice. The voluntary and community sector is represented on the Compact Steering Group by Voluntary Action Westminster, the Westminster Community Network and Volunteer Centre Westminster. The Compact Steering Group also provides an informal forum for resolving disputes around the practical implementation of the Compact.

Both groups began working in “shadow form” in April 2012, in preparation for taking over full control as a commissioning organisation in April 2013.
